Job Description: The American Red Cross will provide recovery services for survivors of Hurricane Sandy in affected states, primarily in New York and New Jersey. Period of Performance is one year, with a possible 6 month extension. Job Description: The American Red Cross is seeking an experienced federal, state and local government liaison to develop and maintain the capacity of the American Red Cross to meet the service delivery requirements of disaster recovery at the federal, state and/or local levels. This job may develop and maintain a cadre of individuals to interface with emergency management in recovery-related activities.
Duties include:* Under Senior Director, design and implement strategies to ensure that the Red Cross achieves and maintains a level of disaster recovery activities on behalf of survivors of Superstorm Sandy. * Serves as a Red Cross Liaison with the Federal Emergency Management Agency, state and local emergency management. * Provides subject matter expertise to FEMA by actively engaging with federal, state and non-governmental partners to develop effective recovery plans, strategies and procedures;* Providing recovery expertise at the Joint Field Office (JFO), and other support functions as assigned, helping resolve issues and enhancing the efficiency and coordination between Red Cross and Government.* Provides technical expertise in recovery planning and implementation.* Administers processes within assigned program area. Incorporates planning, assessment, and operational objectives between Federal and state governments and the Red Cross. Analyzes operating practices and recommends revisions to improve established procedures.* Works in conjunction with internal departments and external government and/or non-government agencies in the development of program strategies to enhance coordination and standard operating procedures, as required.* Supports the implementation of ARC Superstorm Sandy Recovery Program business plan and meets established goals and objectives based on targeted metrics.* Monitoring progress through collecting data - both qualitative and quantitative.

Qualifications: Bachelor's degree in Social Services, Public administration or related field or an equal amount of years working in a similar role. 7 years related experience.

Demonstrated knowledge of disaster services, disaster operations, and service delivery required. Knowledge of American Red Cross Chapter service delivery network, preparedness programs and management principles preferred. Experience in disaster planning and operations. Experience with FEMA and ARC service delivery structure and possess knowledge of the National Incident Command System and the National Response Framework. Strong analytical, project and staff management skills. Writing ability and verbal presentation skills. Ability to work with individuals from diverse cultural and political backgrounds. May require flexibility to work non-standard work hours and weekends during disaster relief operations. Ability to obtain Government Security Clearance. Ability to professionally interface and negotiate with external organizations and internal colleagues. Must have excellent communication skills and strong team building skills. Ability to follow prescribed procedures. Good organizational skills are a must. Good team player. Must possess cultural sensitivity. Location: Metro New York Area, Northern New Jersey
