The Genoa Telepsychiatry business is a fast-paced, nimble and rapidly growing business that connects psychiatrists with patients via telemedicine, serving hundreds of thousands of patients every year. As a tech-enabled business, our product and engineering teams build solutions that are critical for both customers and internal users. As the leader of the product team, you will ensure that our business is building scalable solutions to our customers' needs, both when it comes to matching psychiatrists with a job that's the best fit for them, as well ensuring successful and effective delivery of care via telemedicine.


As a part of the Optum Behavioral Health business, the Optum Behavioral Care (OBC) team is focused on innovative new care delivery models and envisions providing a fully connected continuum of care to consumers in each market. Through home grown capabilities and partnerships with other care delivery organizations, OBC will ensure that our 30M+ members receive effective, evidence-based care at the right time and in the right place, for a variety of populations including the Severely and Persistently Mentally Ill and Substance Use Disorder populations. Genoa Telepsychiatry is one of the first Care Delivery Organizations partnering with OBC, and provides the bedrock foundation for the OBC care delivery model.

We are looking for an accomplished technology leader with experience building and running product & engineering teams in a fast-growing environment, ideally in healthcare. The Chief Technology Officer will lead the product & engineering teams for both businesses: Optum Behavioral Care & Genoa Telepsychiatry. They will provide strategic direction and lead multiple teams to evolve and grow one of the nation's largest outpatient telepsychiatry groups, as well as develop the foundations for and build the nation's most ambitious behavioral healthcare delivery system.

The CTO is responsible for attracting the best talent to build strong and well-functioning product and engineering capabilities. This dynamic leader will be part of the organization leadership and will position Genoa Telepsychiatry and OBC for success by leveraging relationships at Optum, creating a culture of technology-led problem solving and empowering engineering success. This role interfaces with senior leadership across Optum and OBH to align with Enterprise product and transformation strategies, ensure responsible allocation of technology capital investments and position Optum to be a leader in the behavioral health space.

The Product & Engineering teams are distributed across New York City & Mexico.

Primary responsibilities will include:



  • Strategic leadership of the capabilities for technology and product organization for Genoa Telepsychiatry (GTP) and OBC teams
  • Building and running an ongoing product delivery pipeline that uses agile methodology to provide ongoing innovation across multiple technology products and applications
  • Ensuring the adoption of technology and process best practices and driving towards engineering maturity
  • Owning and ensuring successful uptime (five 9's) of all our products and services
  • Ownership and management of IT infrastructure including Hardware, Software and Networks that result in employee success for GTP and OBC employees
  • Finding the best vendors for our technology needs, and working with Enterprise Sourcing & Procurement to manage the vendor relationships and contracting
  • Managing a combined multi-million dollar Product & Engineering budget
  • Accountable for financial and non-financial results (budgets and actuals)






Candidates will possess:




  • 10 + years of product development / product management experience
  • 10 + years of technology leadership experience
  • 5 + years of people management experience, with a track record of building high performing and engaged teams
  • Experience building and delivering technology applications using an agile development approach
  • Demonstrated success leveraging technology to meet business objectives
  • Demonstrated ability to engage and influence C-level stakeholders and external clients
  • Proven end-to-end technical product life-cycle management for applications and platforms *
  • Experience deploying and supporting highly scalable technology solutions
  • Experience working in a large, global, matrixed environment
  • Track record of delivering business results using technology
  • Financial acumen for managing project profitability and reporting
  • Ability to demonstrate results and thrive with high levels of ambiguity, can effectively cope with change, shift gears comfortably, decide and act without having the total picture, comfortably handle risk and uncertainty
  • Excellent written, verbal and interpersonal communication skills
  • Effective formal presentation and facilitation skills in a variety of settings
  • Bachelors in Engineering, Computer Science, Physics or similar fields, or equivalent experiences
  • Willingness and ability to travel, up to 20% of the time
