Job Overview

The Project Manager Towed Artillery Systems (PM TAS) requires personnel to provide Acquisition support services to, who shall serve as Liaisons between PM-TAS and Contracting partners regarding meeting PM-TAS mission Requirements. PM-TAS is responsible to support JPEO A&A with life-cycle acquisition management of artillery systems, which includes integrating budgets, acquisition strategies, R&D, and life-cycle management of artillery systems. PM TAS provides the Warfighter with direct, reinforcing, and general support towed artillery fires to maneuver forces. PM TAS also provides direct support artillery for the Stryker and Infantry Brigade Combat Teams and is responsible for Towed Howitzers, Howitzer Digital Fire Control Systems, Gun Laying/Surveying and Non-Standard Weapons. PM-TAS mission is to develop, equip and sustain Towed Artillery and Surveying Systems enabling joint warfighter dominance while its visions are to develop an empowered workforce that enables PM TAS to be recognized as the DoD Center of Excellence for Cannon Artillery.

The Acquisition and Life Cycle Management shall be responsible for providing planning, budgetary, contract and systems/program management functions required to procure and or/produce, render operational and provide life cycle support for all artillery systems.


Responsibilities

Essential Duties & Job Functions:

The Contractor shall provide professional support services to agencies in conducting federal acquisition management activities. Services include:

  • Acquisition planning assistance, including market research, and recommending procurement strategy.
  • Acquisition document development, including cost/price estimates, quality assurance surveillance plans, statements of work, synopses, solicitations, price negotiation memoranda, etc.
  • Expert assistance in supporting proposal evaluations, including price/cost analysis or technical proposal analysis.
  • Contract administration support services, including assistance with reviewing contractor performance, developing contract modifications, and investigating reports of contract discrepancies: contract close-out assistance.
  • The Contractor shall engage with personnel within the PM-TAS organization, outside the PM-TAS organization, and with the Army contracting Center (ACC) contracting personnel to support the implementation of a broad range of contract and procurement management initiatives such as requirement generations, procurement packages, source selections, status reviews, and supporting IPTs which may cross several services and FMS cases.
  • The Contractor shall aid in building procurement packages, as well as other required documentation and assisting team leads.
  • The Contractor shall participate in IPTs supporting various programs and provide insight and input on contract negotiations and source selections.
  • The Contractor shall inform management, contracting personnel and project engineers of program status as needed.
  • The contractor shall assess, identify, and anticipate critical problems and provide recommendations on corrective action(s).

Job Requirements

Mandatory
  • Bachelor's degree in business or related field
  • Three (3) years of Army or other DoD Acquisition experience
  • Must be able to travel (up to 20%)
  • Have a strong ability to communicate with the ability to brief high level representatives when required.
  • US Citizen with the ability to obtain and maintain a security clearance (Secret).
  • Must have a current valid driver's license.
