Job Overview

The Construction Manager is responsible for technical support for field operations on assigned project(s) to achieve timely and profitable completion of project(s). Responsible for cradle to grave activities from managing construction budgets and schedules, selecting, and managing contractors, ensuring compliance with building codes, regulations and maintaining construction site quality and safety. Performs technical review of and provides comments on construction plans and specifications for biddability, constructability and operability. Provides and documents QA inspections of on-going construction to assure compliance with plans and specifications and general contract requirements. Performs necessary field work to efficiently monitor project progress. Able to manage large and complex construction contract awards up to $5 million.

Position requires business management acumen and must demonstrate strong leadership, organizational and time management skills, as well as having strong communication and client service skills.

Exempt/salaried position is located at Picatinny Arsenal, Morris County NJ


Responsibilities

Essential Duties & Job Functions:
  • Fully responsible for turnkey construction project and activity compliance including but not limited to security, quality, safety, environmental, workmanship, schedules, costs, customer correspondence, materials procurement, access, staging, temporary utilities, submittals, RFIs, and change orders. Perform routine field inspections to ensure compliance. Facilitates project punch out activities throughout the duration of the project.
  • Provides construction management consultation, recommends technical interpretation.
  • Administers general construction project coordination among contractors, designers, and representatives of Picatinny agencies.
  • Interprets plans and specification and provides input to resolution of disputes. Recommends resolutions as a result of unforeseen site conditions, design errors or omissions, customer requested changes.
  • Provides QA, project engineering and construction schedule consultation to include QA and construction summary reports.
  • Performs technical reviews of contract documents including plans, specifications, other contract documents, construction contractor's submittals, and Requests for Information (RFI's); Requests for Proposals, Scopes of Work (SOW's), and specifications for bidding, constructability, and techniques as they relate to construction practices and processes.
  • Confers and coordinates with installation representatives and other US Army staff agencies to ensure complete review of plans and specifications, construction contractor's shop drawings and other submittals from maintenance, operational, functional standpoint.
  • Discusses technical deficiencies with engineer specialists and staff.
  • Administers general construction project coordination among, contractors, designers, and representatives of Picatinny agencies.
  • Coordinates, evaluates, monitors, and documents contract activities and progress.
  • Prepares recommendations for contract modifications.
  • Reviews submittals, generates and maintains logs and evaluates procedures for compliance with contract specifications.
  • Ensures compliance with Federal, State, and local environmental laws and regulations.
  • Coordinates and processes construction contractor's shop drawings, submittals, RFIs and the timing of the project designer's inspection site visits.
  • Assists in preconstruction efforts and performs constructability reviews.
  • Prepare and executes Project Execution Plans.
  • Oversees construction permit process; obtains Notice of Commencement.
  • Prepares initial master schedule and oversees updates.
  • Develops and maintains site logistics plan.
  • Prepares monthly Construction Status Reports or as required.
  • Attends and leads construction meetings, including progress, pre-construction, and pre-award.
  • Directs day-to-day on-site supervision of field labor force.
  • Performs inspection of in-house or sub-contract operations to ensure compliance with contract.
  • Coordinates site testing and inspection efforts.
  • Ability to determine, through inspections, that safety standards and quality standards are met.

Job Requirements

Mandatory:
  • High school diploma or equivalent.
  • Must be a U.S. Citizen.
  • Possesses and maintains a valid driver's license and acceptable driving record.
  • Five (5) years recent experience with construction management.
  • Five (5) years recent experience with research and development structures.
  • Five (5) years recent experience of engineering processes and techniques as they related to construction methods and practices.
  • Ability to read and interpret blueprints, sketches, specifications.
  • Highly developed consultation and negotiation skills.
  • Strong decision making and problem-solving skills.
  • Excellent time management and organizational skills.
  • Knowledge of applicable local, state, and Federal codes, rules and regulations regarding construction and OSHA requirements,
  • Strong oral and presentation skills.
  • Strong written skills to include development of accurate, detailed construction reports.
  • Ability to produce appropriate documentation depicting status of quality throughout the process.
  • Advanced use of Microsoft Suite of products including MS Word, PPT, Excel, Project, Teams and/or other commonly used software products.
  • Ability to acquire and maintain government identification/common access card.
  • Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
  • May be required to pass drug screen and background check.
