Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a Lead Public Safety Telecommunicator for the Division of Institutional Planning & Operations (IP&O). Under direction, a Lead Public Safety Telecommunicator leads, oversees and participates in the more complex and difficult work of staff responsible for performing a variety of duties involved in answering, processing, prioritizing, and dispatching incoming emergency and non-emergency calls for service using a computer-aided dispatching system. A Lead Public Safety Telecommunicator is an essential part of the Public Safety team that receives calls from the public concerning law enforcement, fire, or medical emergencies; serving as the vital link between emergency personnel in the field and the public. Based upon information provided by either the caller or field personnel (police, fire or EMS); the Lead Public Safety Telecommunicators evaluates the situation and decides which services to utilize by relaying instructions, asking questions, and obtaining pertinent information.

Among the key duties of this position are the following:
  • The Lead Public Safety Telecommunicator will notify the appropriate field personnel of where to respond via radio while providing pertinent information about the call for service while entering data into the computer-aided dispatch system.
  • This position requires dedicated personnel that have the ability to handle and manage emergency situations, work within a fast-paced environment, and have the ability to multitask, and perform the most difficult and responsible types of duties assigned to public safety telecommunicators including providing lead supervision to assigned staff in the absence of a Communications Dispatch Supervisor, performing the more technical work of the unit, and providing administrative support to dispatch operations.
  • Employees at this level are required to be fully trained in all procedures related to their assigned area of responsibility, and to act as Communications Training Officers for newly hired public safety telecommunicators, ensuring that key metrics are met during the training period, and that daily observation reports, following established APCO standards for evaluation are met.

Qualifications

Minimum Education and Experience
  • High/vocational school diploma or equivalent, plus a minimum of four (4) years' experience working as a Public Safety Telecommunicator.
Certifications/Licenses
  • Must possess the following certifications/training: Basic Telecommunicators Course, Emergency Medical Dispatch, and American Heart Association Provider B OR American Red Cross Community CPR-Basic Life Support.
  • Certified Training Officer or must obtain certification within 90 days of appointment.
Required Knowledge, Skills, and Abilities
  • Must possess strong communication skills including intermediate typing skills.
  • Must be able to function efficiently under stress, extreme pressure and/or emergency situations while handling several functions simultaneously.
  • Ability to read/understand current telecommunications organizational structure, policies, procedures, programs, practices, terminology, and services; to include the ability to understand and follow oral and written instructions.
  • Must adhere to all departmental directives.
  • Occasional training days are required.
