Overview

This position is critical to the performance and development of E2's pipeline integrity services for our clients, and requires the successful individual to have substantial experience and knowledge in gas transmission code compliance, risk management, pipeline integrity management and in-line inspection assessment technologies. The position will work closely with project managers and engineering managers throughout E2's East Region. This position must support the overall Risk Management and Integrity Management goals and objectives of our clients and help ensure that our design teams are clearly aligned with our clients focus on pipeline safety.

Responsibilities
    Responsible for maintaining pipelines and facility integrity and safety as well as complying with federal and state mandated regulations. This will primarily be accomplished through execution and development of Integrity Management Program (IMP). The position includes working closely with Operations, Engineering, and other Stakeholders in developing, implementing, and managing various aspects of the IMP.
  • Implement the written Integrity Management Programs as well as the standards and procedures to support the IMP for all pipelines and other assets
  • Identify additional preventive and mitigative measures, determining the re-assessment interval and re-assessment methods through participation in data analysis processes
  • Coordinate with Operations, Engineering, Environmental Health & Safety, Accounting, Business Development, Land and Right of Way, and other internal departments to manage In-line inspection tool runs, corrosion control activities, and remediation projects to maintain and improve the integrity of the pipelines and other infrastructure
  • Provide Engineering support for Operations and pipeline integrity projects including coating and material selections, determination of required hydrostatic test pressures, MOP/MAOP calculations, calculation of set points for pumps, compressors and other pressure control devices to ensure MOP/MAOP is not exceeded, evaluation of defects and recommend appropriate repairs
  • Evaluate integrity assessment results to determine the need for temporary pressure reductions and the need for repairs and repair method
  • Management of Integrity Management Plan requirements for HCA areas. Performs threat and risk analysis
  • Perform engineering evaluations on third party encroachment requests
  • Develop and maintain inline inspection and integrity testing schedules
  • Perform project management duties for inline inspection projects and other projects
  • Work closely with other corrosion mitigation and integrity management service providers, including coordinating bid packages, selection, evaluation, and awarding of projects
  • Analyze data with communication and coordination of pipeline repair activities in response to anomalies
  • Document IMP-related decisions, philosophies, and results
  • Assist Management with developing and managing annual budget
  • Maintain and implement cathodic protection and corrosion protection program and support compliance across the facilities
  • Monitor procurement, design, construction and other related activities and facilitate, coordinate and manage the program with respect to timely performance in accordance with project schedule and the requirements of the program.
  • Provide oversight of planning, design, engineering, and execution of all project deliverables across multiple simultaneous work streams in support of Portfolio and Project Management programs.
  • Coordinate work effort between all dependent departments, groups, teams and tasks.
  • Manage design requests, drawing progress, environmental, jurisdictional, regulatory and other support tasks to ensure timely execution of activities through solution acceptance by stakeholders.
  • Execute planning, status and ad-hoc meetings as required; supply meeting minutes and track and communicate risks and issues and execute mitigating steps as necessary.
  • Develop uniform standards for all aspects of project delivery.
  • Develop detailed budgets and tracking against Company financial systems, process & procedures, scope and change management required by the program.
  • Manage monthly cash flows, vendor and internal spend, including internal labor.
  • Update financial reporting and forecasts as prescribed by the Company and update near and long term forecast as necessary.
  • Conducts operational effectiveness reviews.
  • Monitor and coordinate the schedule, technical accuracy, efficiency, coordination, and constructability of the program and cost-effectiveness of all designs, drawings, reports, estimates and other work as required.
Qualifications
  • B.S. Degree in Chemical or Mechanical Engineering or similar field is required.
  • 7 years experience in high pressure pipeline engineering or equivalent experience
  • Knowledgeable on different construction method for pipeline installation.
  • Hydrotest and/or ILI experience is a plus.
  • Exemplary analytical cost management/cost control expertise including financial modeling, utilization of costing tools; SAP, Excel, and GAACP.
  • Regulated utility exposure.
  • Proven aptitude and demonstrated experience for high volume, complex projects and program management.
