Salary Range: $74K - $87K*

Administered by Vibrant and funded by the Substance Abuse and Mental Health Administration, the National Suicide Prevention Lifeline (988) provides free and confidential emotional support and crisis counseling to people in suicidal crisis or emotional distress 24 hours a day, 7 days a week, across the United States. The Lifeline comprises a national network of more than 180 local crisis centers, uniting local resources with national best practices.
In July 2022, 988 became the new 3-digit number for the Lifeline. As an easy-to-remember, universal number for people to contact when they experience a suicidal or mental health crisis, 988 will improve access nationwide to the Lifeline's vital crisis services. While the trained counselors who provide these services can resolve the majority of crises, sometimes people who contact the Lifeline need additional care provided by other important parts of the larger continuum of local crisis services. These include but are not limited to mobile crisis teams, crisis stabilization centers, and emergency medical response. Ongoing and effective collaboration and coordination with the larger crisis continuum, especially when 988 goes live nationwide in July 2022, will be needed to help ensure that anyone who contacts the Lifeline can be connected to appropriate support, while avoiding unnecessary law enforcement involvement, emergency department use, and hospitalization.
Position Overview:
The 988 Budgets Manager is responsible for managing 988 budgets in conjunction with 988 leadership and corporate finance. They provide monthly budget monitoring, forecasting, budget reconciliation and analysis of budget monitoring reports to support management in making informed decisions. This position also serves as the primary liaison with corporate finance in facilitating 988 operational requests, reviewing financial documentation for 988 to ensure compliance with program drive policy and procedures, and ensuring efficient workflows.
Duties/Responsibilities:
  • Provide technical assistance to staff from the National Programs under "988 Suicide and Crisis Lifeline Division" to build annual and supplemental budgets.
  • Implement effective budgeting policies, procedures, and processes to manage and track internal process flows
  • Oversees submission of payment requests input into Kissflow following CART.
  • Create tools and templates to standardize budget processes, in coordination with Corporate Finance.
  • Assist with financial reporting to the grants administration including reporting requirements and respond to information requests from the SAMHSA grants management office.
  • Review and analyze monthly financial information to help the "988 Suicide and Crisis Lifeline Division" make informed decisions, write reports and monitor financial operations to ensure the programs do not exceed budget limits and are in line with terms and agreements.
  • Review quarterly and annual budget results with the corporate finance team and program leadership.
  • Conducts year-end close under the federal awards under Closeout with the corporate finance team and program leadership.
  • Develop and maintain an accurate record-keeping system
  • Recommend corrective actions to mitigate deficits and maximize expenditures in collaboration with corporate finance.
  • Develop written analyses to help executive leadership make strategic decisions on how to use internal funds to support programs.
  • Supervise business operations coordinators.
  • Responds to requests for support from Lifeline leadership or Vibrant executive staff covering 988 Efforts.
  • Other related duties as assigned
Required Skills/Abilities:
  • Bachelors in Finance, Economics, Accounting or a related field, and at least four years of relevant experience. At least 3 years of experience working with federal government grants.
  • Understanding of uniform administrative requirements and cost principles for federal awards Advanced proficiency with Excel, Office, and other software related to financial management systems. Excellent communication and interpersonal skills;
  • Ability to establish productive and collaborative relationships with all levels of staff
  • Ability to navigate complex decision-making involving multiple stakeholder groups; Great judgment and effective and creative leadership ability
  • Ability to quickly absorb complex, technical documents and brief the Executive team; Attention to detail and excellent organization skills
  • Ability to take initiative, problem-solve, prioritize duties, and balance competing priorities while paying close attention to detail, meeting deadlines, and working well under pressure
