POSITION SUMMARY

The Director of Materials Management Operations is responsible for the operations of the non-acute, academic and research supply chains. Additionally, responsibilities include the oversight of Asset Management, Surplus Warehouse, Central Supply and Records Retention. This operation expands to three (3) main dock locations and is housed in the main Central Supply Warehouse. The Director creates functional strategies and specific objectives for each sub-department within Materials Management Operations and assists in the development of departmental budgets, policies and procedures, and the functional infrastructure.

Healthcare experience highly preferred.

EXPERIENCE AND EDUCATION

REQUIRED

* Bachelor's degree in Supply Chain Management, Business Administration, Operations Management, or related field required.

* Seven (7) years of progressively responsible experience in an organization of similar size and scope.

* An equivalent combination of education and experience may be considered.

PREFERRED

* Healthcare experience.

* Certifications in applicable areas are a plus.

JOB DUTIES

* Provides expert consultation to Executive Team and other management staff regarding expense management techniques, materials management practices, supply costs, utilization and consumption analysis, capital budgeting and industry trends and technical advances in field. Integrates innovation, research, and evidence-based practice.

* Maintains and utilizes knowledge of regulatory requirements to ensure consistent compliance.

* Establishes and maintains departmental policies and procedures, objectives, quality improvement programs, and continuing education.

* Directs all purchasing and materials activities to include negotiation, receipt and distribution, and inventory system management for materials, supplies and services.

* Develops and maintains good working relationships with all customer departments, executive and medical staff. Establishes and maintains customer-service oriented philosophy for Purchasing and Materials Management Departments in their dealings with customer departments and medical staff. Maintains good working relationships with all suppliers and emphasizes a code of conduct that fosters the highest standard of business practice.

* Plans, organizes, and directs activities of department through identification and resolution of operational problems, evaluation of departmental effectiveness and development or improvement of work methods.

* Develops strategic planning and goals and communicates vision and direction for department and strategy for achieving these goals. Develops standards for and ensures maintenance of departmental records.

* Supervises and guides departmental staff through direct supervision of management level staff, setting individual performance goals, clarification of responsibilities, identification of continuing education needs and regular communication. Manages Human Resource functions of department in collaboration with managers of departments and in accordance with UTSW Medical Center and the institution's policy and procedures.

* Establishes expense reduction goals in cooperation with executives, directors and managers and monitors results. Able to identify, recommend, and implement creative and innovative opportunities to enhance revenue or minimize expenses.

* Oversees and administers departmental activities related to budget and budget planning.

* Oversees and administers departmental activities related to pricing, entry and verification of patient chargeable supplies and equipment.

* Develops and directs information system requirements for purchasing and materials management departments in conjunction with system-wide information system strategy.

* Develops and maintains management information reports that monitor inventory levels and usages in interactive manner.

* Develops and monitors workload and quality indicators for each purchasing and materials management function.

* Develops, monitors, and justifies materials management's capital budget.

* Oversees the daily operation of the Office of Asset Management by ensuring the capital and controlled assets of the institution are monitored, properly identified, accounted for on an annual basis, and disposed of correctly.

* Oversees the operation of the surplus warehouse and ensures surplus assets are recycled where possible and disposed of appropriately.

* Supervises the sale of surplus assets in the surplus warehouse and special equipment sales for departments.

* Ensures the Records Management Officer maintains the records retention schedule in accordance with the Texas State Library and Archive Commission and properly receives, stores and purges records as defined in the approved Records Retention Schedule.

* Performs other duties as assigned.
