The Office of Cityscape and Franchises of the NYC Department of Transportation seeks to hire a City Planner to serve as a Revocable Consent Specialist. The Office oversees a wide range of programs related to the installation, operation, and management of various streetscape elements citywide. Under the supervision of the Director of Revocable Consents, the Revocable Consent Specialist will review and manage applications for revocable consents, security structures, floodwall mitigation systems, renewable energy transmission lines and vault licenses. The candidate may also review EAS and EIS documents, and Capital Roadway Reconstruction plans for potential conflicts with existing consent and vault structures. The candidate will work closely with various City agencies and other DOT units including DOT Urban Design, Capital, Land Use and Policy to ensure that all required approvals are in place for consent petitions, and that proposed consents are in compliance with the DOT Street Design Manual. The candidate will also work closely with the DOT liaison to the Public Design Commission, and will be responsible for coordinating the development of revocable consent Public Design Commission submissions by assigned petitioners and their consultants.

TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OF CITY PLANNER, OR REACHABLE ON THE CITY PLANNER CIVIL SERVICE LIST, OR ELIGIBLE UNDER THE 55A PROGRAM.


Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

2. A satisfactory combination of education and/or experience that is equivalent to "1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.


Preferred Skills

Professional education in landscape architecture and urban design, technical plan review experience, proficiency with Adobe Suite working familiarity with Excel, and Access database and excellent organizational, written and verbal communication skills are very strongly preferred. Candidates with experience reviewing technical plan submissions for City agencies, experience working closely with elected officials, and experience reading and interpreting legal documents are preferred, and strongly encouraged to apply.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
